[fitswcs] New WCS conventions posted to the Registry of FITS Conventions

The notes that say this convention has been implemented and supported by some developers already needs clarification.  Implementations by the developers have been done but the release of significant packages to the community still has to follow each group's process.  So TPV support will appear in the next release of IRAF, DS9, Astromatics, etc.  I am not sure of the release status of all the mentioned packages but I can speak from specific knowledge that the IRAF and DS9 software is not yet in distribution.
