[fitswcs] Paper III update

Bill has now asked the regional committees to vote, and I have a few
last minute corrections!

I believe footnote 2 may now be removed.  Also, the date in the title
needs updating.  The red text on p16 is in tt font and not justified,
and "matrx" -> "matrix".  p18 after "DATE-AVG", "character-valued" is
in tt font.

Footnote 2 was the one stating that TDIM is not official yet - but it
is now official more or less.  I also fixed the rest of the typos
mentioned.
