[fitswcs] Status of WCS negotiations

I regret that I used the above keyword names---they are wrong. I
forgot that we agreed in 1997 that the PROJPii 'projection parameter'
notation needs to be generalized to be indexed by axis in some
fashion. For example, a spectral line cube with two celestial axes and
one spectral axis might have parameters applying to the celestial
projection and also other parameters applying to the spectral
'projection'. Possible keyword name conventions were discussed in
1997; it was shown that 8-character names can be chosen which will
support 99 axes, enough parameters and a version code. Somebody else
should make the specific proposal for our agreement.
