[fitsbits] Storing PDF and other graphics binary files in FITS {External}

There is the FITS Foreign File encapsulation convention
in https://arxiv.org/abs/1201.1829 . The major question
is: in how many of the typical FITS reader languages/libraries
is that actually implemented?
