[fitsbits] FITS status ? {External}

First, where can I find a JPEG XL library or even better, the standard? I'd
preferably like to have a Julia implementation of the standard for
performance. It would enable me to easily use GPUs, when available.

Second, I have just registered FITSFiles.jl v0.2 with the Julia general
registry. It should be available in a day or two. This version provides
basic read/write functionality for uncompressed HDUs. The compressed HDUs
still need the code/decode functions implemented.

Third, I still fall under category A, obviously. To do B, you need money
and resources and that currently does not look promising.
