[fitsbits] DOI or journal reference for {External}

Dear colleagues,

Is there either a journal reference (I suspect not?) or a DOI (I hope so?) already available for the FITS 4.00 standard?

If not, would our GSFC colleagues be willing to:
  a) add anchors / fragment identifiers like `<a name="v4.00">` to the https://fits.gsfc.nasa.gov/fits_standard.html page (so that the different versions can be deep-linked); and
  b) mint a DOI for v4.00 at least, set up to resolve either to that anchor or to the actual PDF at https://fits.gsfc.nasa.gov/standard40/fits_standard40aa-le.pdf , and perhaps mint DOIs for earlier versions as well, if they don't have journal references?

That would help in a variety of contexts where we would like to reference the standard in long-lived documents.
