[fitsbits] DOI keyword usage for FITS? {External}

FYI here is what Chandra is currently doing -

We put our DOIs in the `DS_IDENT` keyword:
% dmlist 4425/primary/acisf04425N005_evt2.fits.gz keys,clean | grep -E -i doi
DS_IDENT             10.25574/04425                 Dataset Identifier: DOI
