[fitsbits] DOI keyword usage for FITS? {External}

I add that most of the FITS files from the older optical
instruments at Keck suffer from a similar problem.
The arrangement of multi-HDU images from Keck instruments is based on
conventions established at NOAO and for IRAF.
Those FITS files contain URLs with noao.edu and iraf.noao.edu
For anyone pulling those FITS files out of the Keck data archive
those URLs no longer exist.

Having been burned by NOAO and DOI, in my own bibliographies I have
resorted to storing all three of
URL that worked when I created the entry
DOI that worked when I created the entry
plain old text reference to the publication

I think a FITS file with multiple instances of REFERENC is better than
a FITS file with a REFERENC that goes nowhere.
