[fitsbits] results of IAUFWG vote on column limits convention

I am pleased to announce that the IAUFWG vote about FITS column limit 
conventions (TLMINn TLMAXn TDMINn TDMAXn) has terminated with the 
following results:

- there were 21 valid votes out of 22 IAUFWG members
- all 21 votes were yes

Therefore according to the IAUWFG voting rules the proposal is approved. The 
four families of reserved keywords TLMINn, TLMAXn, TDMINn and TDMAXn (as 
described in sections 7.2.2 and 7.3.2) are now part of the FITS standard.
