[fitsbits] results of IAUFWG vote on compression + new votes

The IAUFWG vote about FITS image compression and FITS table compression has 
terminated with the following results:

- there were 20 valid votes out of 22 IAUFWG members
- therefore the quorum for approval requires 15 yes votes

I first remind that 2 questions were voted jointly:

1) Do you agree to the insertion in the FITS standard of the Tiled Image
     Compression as described in ... black ... in ... chapter 10

2) Do you agree to the insertion in the FITS standard of the Tiled Table
     Compression i.e. section 10.3 coloured in red

The final voting results are:

                Yes  No  Abstain

Question 1:   16   3   1
Question 2:   15   3   2

Therefore according to the IAUWFG voting rules the proposals are approved, but 
the 'No' votes force a mandatory 3-month delay (until 25 May 2016) before the 
vote can be considered final.

The 3-month delay was designed to ensure that minority opinions are adequately 
considered and to provide an opportunity to try to develop a compromise 
proposal that everyone can agree on.

So the issue will be addressed again in May.

In the meanwhile the IAUFWG will vote on the column limit convention 
(which did not raise any objection during the last PCP), while the 
FITSBITS community can reply to the just reopened PCP on the CONTINUE 
convention.
