FITS writers can use whatever bits of the standard they like.  The real
burden of the FITS standard falls on FITS readers and interpreters,
which must implement all of it.

Here I am talking about general purpose FITS software, such as cfitsio
or WCSLIB, which aims to be fully standards compliant, not project
software used for a specific purpose.
