The purpose of the appendix is mainly to highlight differences between the 
original convention and the convention as adopted in the standard. Might 
help when dealing with old files.

Also the original documents might include usage notes and examples, which 
are out of place in the standard document, but still could be useful to 
some readers.

Otherwise said, appendix H.3 is of historical nature, exactly as the 
former H.1 and H.2 were.
