[fitsbits] reopening of Public Comment Period on the CHECKSUM convention

I presume that's 10 January 2016, not July 10, 2016?  If so then it 
might be a bit short for the US community given the holidays and the 
AAS, but better to move ahead than to do nothing.   I recall that this 
was one of the less controversial proposals in the last set.
