This almost always mean there is no /usr/local/lib/imtoolrc file
on the machine. This installed as a symlink to dev$imtoolrc but prior to
V2.12 it wouldn't have been if /usr/local/lib didn't already exist, and in
V2.11 PC-IRAF there was a typo in the install script (an extra logical or,
i.e. '||', on line 525) that would cause it to exit before it got to this
last part. You can either fix the typo and rerun the install script, or
copy dev$imtoolrc to your unix login directory as ".imtoolrc" and restart
ximtool/ds9 to fix this. loading images in standalone mode will usually
create a custom frame buffer for the whole image, otherwise you need to
reset the 'stdimage' CL environment variable and the imtoolrc file.
