Mike A'Hearn sent me these links for web pages that describe the evolution
of the PDS format; there might be some useful guidance here as we
contemplate the future of, and/or beyond, FITS.

Anne Raugh, here at UM, has set up a WIKI that has much of the material
and she is on the Data Definition Working Group, that is in overall charge
of all the definitions.  Individual definitions are handled by small
subgroups.  Anne has a WIKI at

Ed Shaya has a personal web page with some related tasks including his
attempts to develop an IDL procedure to read the new PDS standard into
IDL.  However, the standard is developing much more slowly than Ed writes
code.
