[fitsbits] approval of new IAU FWG voting rules

This is to inform that the IAU FITS Working Group has approved its new 
voting rules and the contextual disbandment of the Regional Committees, 
with 20 valid votes out of 23 members (19 yes and 1 no vote).

Being this a vote on procedural issues, the single "no" vote does not stop 
the adoption of the new rules, which are therefore considered approved. 
For convenience they are effective from 1 January 2014.

reports the text of the new rules (and a link to the earlier version).
