[fitsbits] Typos in the FITS Standard

This is just a note for the record to remind whomever may be involved in 
producing the next revision of the FITS Standard document (if any), that 
there are minor typographical errors in the definition of the RESTFRQa 
and RESTWAVa keywords in section 8.4:  the words "of the" are repeated 
twice in each case.
