[fitsbits] FITS WCS Time Paper: For Review

Spring is here (at least on the northern hemisphere) and so is a new
version of a FITS WCS paper.

Version 0.93 of the FITS WCS Paper on Time is now available for review:

	http://hea-www.cfa.harvard.edu/~arots/TimeWCS/

We submit this draft for community comments before the start the
formal review process. It is available in PS and PDF format.

Main changes from the previsouly circulated draft:
- Extended discussion of Besselian and Julian epochs
- Allow [M]JDREF to be split into integer and fractional parts
- Provide for time-related axes (temporal) Phase, Frequency, and Timelag
- Added a fifth example
- Resolved loose threads, especially in Appendix A
