WCSLIB 4.10 is now available from http://www.atnf.csiro.au/~mcalabre.
A list of changes is available directly from there.

WCSLIB has been accumulating changes incrementally over the last year
or so and there have been a few releases since the last announcement.

The main change has been a new error reporting mechanism that makes
it easier to diagnose problems caused by bad headers.  However, there
have been sufficiently many other improvements that I would strongly
encourage you to upgrade from WCSLIB 4.5.
