[fitsbits] SDFITS Convention Comment: Hardware Keywords

I was going to say pretty much what Eric said.  I think it would be 
useful to register telescope names somewhere.  Perhaps there are other 
similar string values as labels that it would be useful to register the 
individual labels somewhere.
