[fitsbits] MIME for compressed FITS?

No.  From RFC 2616.

	The Internet Assigned Numbers Authority (IANA) acts as a
	registry for content-coding value tokens.

The recognized values of content-coding tokens are outside of the
purview of FITS and require negotiations with IANA.

The solution is for the FITS community to come up with a protocol
for specifying what FITS features and conventions are in use in
a particular file and/or HDU.

IANA will not want to be bothered with what is basically a problem
internal to the FITS community.  We have to pull the log out of
our own eye.
