[fitsbits] Proposed Changes to the FITS Standard

Regarding versioning - I don't think FITS has changed enough to warrant
versioning.  The changes being discussed are minor, and of limited
consequence since old versions (without any version keyword) must
be supported in any case.  Given that the changes, which are mere
clarifications to the standard, are minor, it is better that they be
"strong recommendations" ("should" in VO terms) until there is enough
of a change to warrant an actual new version of FITS.   - Doug
