[fitsbits] AST V3.0 now available

Version 3.0 of the Starlink AST library in now available, and will be
the subject of a poster at next weeks ADASS meeting.

The AST library provides a comprehensive range of facilities for
attaching world coordinate systems to astronomical data, for
retrieving and interpreting that information in a variety of formats,
including FITS-WCS, and for generating graphical output based on it.

The main change between AST V2 and AST V3 is increased coverage of the
FITS-WCS papers (including paper III). Details of the changes are given
