Tim,

Task REGRD in AIPS can do this for the classic AIPS projections (SIN,
TAN, ARC, STG, NCP, AIT, GLS, MER).  It can also do precession.  (Take
care with AIT, GLS, & MER as explained in Sect. 6.1.4 of Paper II.)

Also, task SKYVE can regrid a Digitized Sky Survey (DSS) image to a
coordinate frame and projection recognized by AIPS (for overlays, etc).
