What we've done here:  software can handle the archival data with the
former format (as well as the old non-Y2K format for DATE-OBS) but new
data is always written in the latter format.

This is probably presumptuous on my part, but you might point out that
NOST 100-2.0 does not mention a TIME-OBS keyword at all and does give
yyyy-mm-dd and yyyy-mm-ddThh:mm:ss as the two possible forms of the
DATE-OBS keyword.
