[fitsbits] FIT Keyword data dictionaries

Standard keywords describing the observatory geographical position would be
quite useful.  For example, we use

SITENAME= 'flwo2   '
SITELONG= '+110:52:39.0'       /LONGITUDE, DEGREES WEST OF ZERO
SITELAT = '+31:40:51.4'        /LATITUDE, DEGREES
SITEELEV=               2320.0 /ELEVATION, METERS

Accurate position information is necessary for accurate redshift computations,
and as the author of one of the most widely used packages to compute redshifts,
it would make my task easier if such keywords and their units were standardized.
