Four-digit year (Year 2000) proposal on FITS Office ftp site

A copy of the proposal by Peter Bunclark for revising the
standard form of values of the DATExxxx keywords to provide a 4-digit
year has been placed on the FITS Support Office ftp site at
ftp://nssdc.gsfc.nasa.gov/pub/fits/year2000_proposal.txt. The file
also contains the endorsement and recommendations from the European
FITS Committee.
