[evlatests] Reflection in 21V at P-band

There is a large standing wave visible in the bandpass spectra of ea21, 'V' polarization at P-band.  The phase amplitude (pk-pk) is 20 degrees, the amplitude ripple is 40%.
The period of the wave is 4.4 MHz, corresponding to a 40-meter cable length (free space).
