[evlatests] 3C48 flux density

In reducing new Cygnus A data, a flux density for 3C48 has been derived -- it is significantly different from what has been used for the past few years.

At X-band, it is 400 mJy higher than before — more than 10% off.  I haven't looked at the higher frequency bands yet — shortly.

This emphasizes the need to better monitor what is happening with this (and other) sources.
