[evlatests] S-band switched power ea15

CASA does not provide a direct way to plot P_sum but I can do this 
myself in python when I get a chance. For now, I can provide plots of 
Tsys, calculated as Psum*Tcal/Pdif/2.  In Tsys, ea15 looks about the 
same as the other antennas but is noticeably more noisy.
