[evlatests] Ka Band switched power, and more ...

We had a short Ka band beam holography run last night. Lovely
data, except ...
1) ea22's switched power is zero on all SPWs. (Zero means there is
noise, but no demodulated signal). Likely the diode is not being
commanded to switch, or it's not providing any power.
2) Something was really weird with ea11 in the LCP side for the BD
IFs (i.e., IF 'D'). The visibilities to that antenna were about 4 times
too high. Reviewing the switched power data, I see that the PDif values
are about 20 times too high (except in SPWs 1 and 2, where they are
negative ...), as are the PSum values. These are consistent with the 4X
too high visibilities. So evidently, this antenna did not get its 'set
and remember' values done correctly.
