[evlatests] X-band tuning issues

     I noted a 'failure to tune' at X-band from observations made last 
weekend.  The failures always, and only, followed a setup at a different 
frequency.  No antenna was preferred in this -- the distribution of 
failures appears completely random.

     The same script, with a single change, was run the following 
evening (Saturday night).  The change was that instead of 8.5 and 9.5 
GHz being the tuned center frequencies, we used 10.5 and 11.5 GHz.

     No 'tuning failures' were found in the 2nd run.  So the problem 
appears to be that particular tuning choice (of 8.5 GHz).

     A test file, using the same tuning setups, can be generated easily, 
should anybody want to find out what is going wrong.
