[evlatests] New Low Band status web page

The Low Band page, consisting of the array map, system status, VLITE 
info, etc. for both NRAO and outside users has been relocated.  It is 
now simply part of the NRAO public website at:
http://www.aoc.nrao.edu/lbr/

The array map has been updated for the BnA configuration.
This is the page I will be updating from here on.
There is also a link to the "Technical Pages" (schematics, assembly 
drawings, etc.) that remain in a password protected area.
