[evlatests] S-band polarization (fwd)

i'm assuming you're not suggesting that we do that, because why would we 
go to that effort?  we know we have our polarizations right - it's only 
the fact that the XM website says theirs is RCP when it's not that is 
confusing.  they've either got wrong information (or misinformation), or 
are using the other convention.  oh well...
