[evlatests] P-band issues: C136688 & C136734

I don't know how I missed it during checkout, but the LBR
cables were swapped at the outside of the Vertex Room bulkhead
(in spite of being properly marked).  The swap must have been
left over from before the AAB work this spring.  Fixed.  -Mert
