[evlatests] P-band issues

Good Morning,

Problem with Ant-17 P-band,

Ant. 17 P-band fringe amplitudes are weak (about 20-25% of the level of 
others), in default sysstartP scripts. Bandpass plots and T304/DTS 
levels in /users/evlaops/screenshots/ea17_Pband_bpass_08July2015.png, 
ea17_Pband_loif_08July2015.png 7/9/15 - FE reports that things look good 
at their end, suspect the problem is further down. Reassigning form to 
Systems Engineering.

Vivek suspects polarizations are swapped. Who can verify this?
