[evlatests] RFI sweep June 2015

there is plenty of narrow-band RFI in both L- and S-bands.  i won't 
elaborate - mert can do a better job.

but if you're right and there is an argument to not do the RFI sweep in 
L- and S-bands, then i'm all ears.
