[evlatests] NEW Low Band info webpages

I have been instructed to remove the EVLA receiver and Low Band receiver 
information on my ~pharden webpages for internal use only access.

The Low Band pages are now located at:
https://staff.nrao.edu/vla/FE/LBR/lbr.html
which is a password protected area.

This is a work in progress, but most information has been transferred 
over and the B-array map, location of receivers and VLITE antennas, etc. 
has been updated.

The Front End homepage is now: https://staff.nrao.edu/vla/FE/index.htm

The EVLA receiver homepage is now: 
https://staff.nrao.edu/vla/FE/EVLA_RX/rcvr.htm
