[evlatests] Referenced Pointing report .... false!

     The problem I reported on yesterday, regarding a 'failure' of 
referenced pointing -- is a red herring.
     In my haste, I had neglected to apply the RQ (requantizer) gains.  
Doing so eliminated the problem.
