[evlatests] [Vlite-external] WIDAR P-band status update: 20APR2015

while we can set the switching state from within scripts, it is not done 
in the script that was used to take the data huib reported on.  that 
script is at: 
/home/mchost/evla/scripts/test/4band/newer/TSUB0001_sb30399031_1.evla

unless it is getting set incorrectly automatically by the executor, 
something else is going on here.
