[evlatests] Release notice for OPT 1.20.01

I have just released the OPT, RCT, SCT, OST and SSA utility programs,
version 1.20.01, to production.

There are only three changes in this release:

 - EVL-2859: The OPT should handle uploads of scan lists with empty
   names properly now, using the name of the source.

 - EVL-2861: P-band restrictions in the RCT are improved. This includes
   fixes to some other mismatches between 1.20.00 and the call for proposals.

 - EVL-2328: The X/Y polarization fix is now in place as well.

As usual the utility programs are going to take a little bit longer to
get deployed but the OPT and OST are out there now.
