[evlatests] Low band update

To address which low band antennas are what and where:

VLITE antennas are: EA06, 10, 12, 14, 23
MJP antennas are: EA06, 12, 14, 19
In the Barn: EA13

Thus, antennas with *both* VLITE and MJPs are:
EA06, 12, 14

This has been updated on the array map at:
http://www.aoc.nrao.edu/~pharden/LBR/lbr.htm
(With EA12 now shown on the proper north arm pad!)

EA12 and EA16 should now have proper polarization and power.
