[evlatests] L302 phase jumps

Like magic, all the L302s on the list are now steady.
Thanks a lot!

If users see phase jumps after today, let me know.

I have ea01 L302-3 & ea07 L302-3 on probation for rare
offenses. I plan to check before/after each maintenance day.
