[evlatests] evlamon to remain shutdown

Yesterday morning (Tue, 9/17) evlamon, the Oracle based
EVLA antenna monitor data archive, was shutdown.

It has been replaced by a PostgreSQL dbase named evlampts.

No serious difficulties or problems arising from the
shutdown of evlamon have been reported to either Daniel
Lyons or to me.

So, we have decided to leave evlamon shutdown.

Two days is not a long test period.  It is quite possible
that there is software, still used on a regular basis, that
references evlamon and that was not run over yesterday and
today -  a good reason to continue with the shutdown
of evlamon.

If you run software that accesses EVLA antenna monitor
data and experience difficulties, please contact either
Daniel Lyons or me.
