[evlatests] evlamon shutdown, 9/17-9/18

Tue, 9/17 & Wed, 9/18 (next week) are a double maintenance
day.  The plan is to shutdown evlamon the morning of 9/17,
and to restart it, if necessary, by 3PM of 9/18.

The point of this exercise is to see what breaks.

Evlamon is the Oracle based evla antenna monitor data archive.
It resides on lando, a.k.a. mcproddb.

Evlamon is being replaced by the postgresql based archive
named evlampts, which resides on the machine whose alias
is evlampt-proddb.

References to the Oracle sqlplus processor also need to be
converted to use the PostgreSQL processor named psql.

If you are responsible for any software referencing or using
evlamon or any sqlplus/SQL scripts that reference evlamon,
please attempt to have your software &/or scripts converted
by the morning of 9/17.
