to be clear, this is only if you are going to a different 3-bit tuning,
to allow time for the requantizer gain level to be set. so it's not
after every change of correlator mode or frequency tuning.

it would be good to do a test switching between, say, K-band and X-band,
to have a longer subreflector slew.
