[evlatests] ea11 P-band polarization -- not swapped?

Hi Rick.  Yes, Bob Broilo & I swapped the Low Band Receiver
output cables at the LOIF rack on Friday, I think it was
noonish.

Can the appearance of high cross-pol be due to very bad SNR
on 1 side, while the other side is operating properly?
