[evlatests] ea22 -- no switched power at Q-band

    I've reduced the flux density data at X, Ku, K, and Ka bands -- all 
antennas have good switched power!  (Nice)
   
    But I find that on ea22, at Q-band, all PDif are zero-mean noise -- 
the noise diodes are apparently not on, or not switching.    This is on 
all four IFs.
