[evlatests] P-band swapped polarizations?

    Ken has argued that ea01 has a swapped polarization.  I'm not sure 
this is right.  Swapping polarizations makes little difference to the 
distribution of power amongst the four correlations.   If the 
polarizations are reversed, then it must also be true that the 'RCP' 
side is essentially non-functional. 

    However, it is *perfectly* clear that ea23 has the cables reversed.  
So, if somebody knowledgeable happens to be in the vicinity (and with 
the appropriate blessings ...)

    It's also abundantly clear that the 'LCP' side of ea09 is not 
providing any useful signals.
