[evlatests] ea20 switched power wrong at X-band

My understanding is that it is useful for plotting when gain, Phot, 
Pcold, and Tcal are overlaid in the same plot.  Bob Hayward 
traditionally did this in Excel, which does not provide a handy way of 
vertically scaling plots.
